City Council · Meeting of April 14, 2026

Chelsea's City Council voted 7-0 in committee to send a revised inclusionary zoning proposal to the full council and planning board. The plan would lower the unit threshold triggering affordable-housing requirements from 100 to 50 and cut the required affordable share from 15 percent to 10 percent, Councilor Teshi said. Councilor Leo Robinson's amendment exempts West Chelsea from the lower threshold, citing Everett stadium-driven development pressure.

Teshi said the city faces a "$20 million deficit by 2031" without changes, while the city manager said the 2017 policy has produced only two units at 30 percent AMI and two at 50 percent AMI since adoption. Council President Roberto Jimenez-Rivera left before the vote, saying he "remain[s] a bit unconvinced that inclusionary zoning is the problem." A final council vote isn't expected before June.
