The Chelsea Zoning Board of Appeals worked through a packed agenda of smaller permits, but two contested housing proposals, a scaled-down plan for 320 Revere Beach Parkway and a 15-unit Essex Street conversion, drew sustained opposition and were pushed to November.Chelsea News
